Describe the bug
Link does not create a .linkconfig file even if it should with -recordflags set to keep stop bits
To Reproduce
If you have an existing directory, erase the .linkconfig file there
]link.create # -recordflags
)ed
set a stop bit
press Escape to quit
)off
Expected behaviour
the .linkconfig file to be created and the stop saved

He found that Link does create the .linkconfig file OK if it also creates the directory
