Python 3.13 not supported

It seems there is a hard coded dependency on grpcio==1.60.1.
This grpcio seems to be not compatible to Python 3.13.

t2iapi should support newer Python versions as well.

we can not support python 3.13 for now as there are no campatible versions of grpc-java and grpcio (Python) for python 3.13.
