[14:33]White Fusion: If you stay in a channel that is still being joined and when it does, it doesn't update the userlist and only people that just joined will appear. Fixes by switching channels.
Suspected area to look is the handling of the JCH message and how it affects the behavior of the ICH message when it arrives.
