Bug: GetCurrentURL does not correctly return the tab URL.

Suppose I currently have tabUrlA and tabUrlB.

Chrome DevTools is open in tabUrlA.

I am currently on tabUrlB.
At this time, GetCurrentURL will return tabUrlA instead of tabUrlB.
