Presently, if 10 bit-flips are specified in the configuration file, 10 different values in a single tensor (of either the layer state or layer output) are chosen and 1 bit is flipped in each of them. This is what we meant by multiple bit-flips (more than 1).
Add support for multi bit-flips, as in, if 10 bit-flips are specified in the configuration file, there should be an additional option which can flip 10 bits in a single tensor value too.
