Add screen-reader and accessibility support across the app and the tiamat design system — there is currently zero Semantics usage anywhere.

Why it's long-running: Accessibility must be retrofitted across custom-painted widgets, the timeline, dialogs, and tiamat: semantics, focus order, contrast, and ongoing testing with assistive tech — a sustained cross-cutting effort, not a single feature.
