Make push notifications work dependably across both Android build variants and lay groundwork for Apple/web push.

Why it's long-running: Spans native Android (Firebase/UnifiedPush receivers), the Dart notifier stack, a fragile background-decryption service, avatar caching, and new platform backends (APNs/PushKit, web push). Each must be validated end-to-end against multiple gateways and homeservers.
