Create guidance for generating regular newsletters from OSPO and CMS Open Source Activity

Expected behavior

A newsletter can be machine generated to get 80% of the way there, with humans editing for the last 20%

Actual behavior

There is no guidance or tooling provided for such purposes

Steps to reproduce the behavior

This summer, we'd like to experiment with auto-generated CHANGELOG.md files, and the perhaps we could auto-generate NEWS-MMDDYY.md or something like that? Let's discuss and experiment!
