Update test descriptions

Test descriptions could be pulled from some docs/ directory that holds information about the TA1 test suite to update the dashboard without diving through the streamlit app.

Test descriptions could also be pulled from KM endpoint docstrings, but that might require additional changes on the KM side to update those docstrings.
