provision of client side timeout also

In a situation where local routing issues are causing the request to
delay , there should be a time-out for that also .

I think the current provision of 2 kind of time outs are for situations
where the request is able to reach the server and there is delays
on part of server.

Attached is a project that demonstrate the problem in desktop or mobile.
