Add common queries as functions to ConseilJS

Add functions that return the result of common queries to the user.
A list of possible function signatures:

getTezInCirculation()
tezTransferedBetween(from, to, cycle)
getRollsStaked(baker)
getBalanceAtLevel(address, level)
numBlocksBakedFrom(timestamp) 
numBlocksBakedBy(baker, cycle)
blocksBakedBy(baker, cycle)
lastBlockBakedBy(baker) 
nextBake(baker)
blocksBakedInTimestampBy(baker, start, end) 
blocksMissedBy(baker, cycle)
getDelegatedBalance(baker)
