Select Phages / View Map navbar should be sticky

As shown in screenshots below, yellow navbar in gene maps is not sticky when scrolling through phages list or maps, would be easier to jump between the two pages if navbar stuck while scrolling - currently need to scroll all the way to the top of page to switch
