Define clearly how to behave

Too much liberty is given on the behavior of some functions.

It should be specified a RECOMMANDED behavior (empty groups, when to fail, ...)

• Empty group (group with no permissions): SHOULD be removed
  • remove the group from GROUP LIST
  • remove the group from USER LIST GROUPS

• Disconnect user (requires AUTH):
  • password changed (except for the current living session)
  • user removed (USER REMOVE)
