Expose webhook delivery logs through an API for debugging and monitoring purposes.

Tasks
Create log retrieval endpoint.
Add pagination.
Support filtering.
Secure access controls.

Acceptance Criteria
Logs can be queried successfully.
Unauthorized access is blocked.
Filters work correctly.
