Mac OS runner

Challenges:

• Must pay for at least 24 hours of usage of a dedicated host for each test (sponsorship?)
• Instance can take 15-40 minutes to start (keeping some runners warm is a must?)
• EC2 Image Builder doesn't support Mac OS X (packer?)

We're started spiking a MacOS runner here at $WORK. I'd love to collaborate on it!

I don't think a MacOS instance works well in the ephemeral model. Stopping an instance causes the underlying dedicated host to be scrubbed which takes an hour or more to finish.

As for provisioning, we've used a userdata script; no packer.

It seems like even the CodeBuild version requires a dedicated reserved fleet. Given the extra ongoing cost to both develop and keep it functional, I have been looking for a sponsorship for this feature.
