Add a percent of error filter and punish accordingly

Basically now it's 3 strikes you're out. What this does is if users Barry Jerry and Larry are mentioned but there's a bunch of words inbetween, it can be configured to not punish.
Example: Jerry is nice, Barry is ok, but Larry is the guy man would normally punish, but if the "percent mention" is 80% or higher, this would be treated as a normal message.
