[ENHANCEMENT] Automate release chores

• Version syncing: we want major.minor version bumps to sync across all packages. New version is applied to all dependencies
• All checks are ran as usual before release
• CHANGELOG is generated and manual modification is allowed
• Automate GitHub package builds and release
• Use mise to manage additional dependencies for both local and CI
• Use convco for enforcing semantic commits on commit, pre-push, CI on PRs
• Anything else to keep it running smoothly
