build doesn't work on default openSUSE installation (or fedora)

some linux distros don't put fitsio.h directly in /usr/include, so our current manual finding of those files and not being strict about target dependencies breaks the build on those syustems. This error is fixed by https://github.com/CaltechOpticalObservatories/camera-interface/pull/53
