Windows: GetFriendlyNameDevID: Friendly names and S№ not retrieved properly when multiple devices with the same name are resent

Sometimes Windows assigns multiple devices with the same name (COM5 for example).
In these cases GetFriendlyNameDevID cannot distinguish between them and as a result all duplicated devices get the Friendly name of one of them.
