filter through the map for the selected state, then add funding obligation data to each county centroid AFTER the DR AND program (PA/IA) is selected
Problem: the feature table would have already made the points, so are the points components? if they are components then they can have sub-components that are the renderer proportional points and THOSE can get the proportional data on the fly. If not, I'm unsure because I don't want to make the feature table have so many columns (columns for each DR).
Perhaps instead, each state can be a layer with with sublayers for each of it's DRs? I think this is the only way the feature layer thing will work. If I did a table with all the funding for the entire country and every DR, the DRs will interfere with each other
