EUS-LOG-1 Change welcome page display

Is your feature request related to a problem? Please describe.
I would add a ‘Welcome/Landing page’ for the service.

Describe the solution you'd like
with a background picture and 2 central boxes with the features like in EUSurvey:

1. EULogin access, difference between
   a. Externals (2-factors) : I’m not working for the EU Institutions (You will have to use your registered mobile phone for passing the two-factor authentication) -> Connect
   The links towards: Don’t have an EULogin account? Create one now : See: https://ec.europa.eu/eusurvey/auth/login
   b. or Internals (single factor): I’m working for the EU Institutions -> Connect
2. Log in with a system account

We do not have login with internal account since we have only a login with OAuth2. If we add a internal user concept, we will be more vulnerable since we will probably use BasicAuthentication for these users.
