Upgrade the OpenStack release

• At the start of this section add a sentence explaining that the user should first make a Database backup, since in the case of a bad upgrade it is needed.
• The paragraph beginning with "Before you patch..." in this section should then follow.
• The paragraph beginning with "Change spec.openStackRelease..." should then follow.
