ARM Builds/Testing

We currently do not test (or provide builds for):

• Mac Arm64
• Linux Arm64
• Linux Arm32

Seeing as these are officially supported by Dyalog, it is probably logical to test and make builds for these platforms.

One idea I have of doing this is making nix code to generate a VM with QEMU that has arm64 and arm32 linux. I would have expected emulating mac arm would be really hard but apparently macos-arm64-emulation has already been done.
I hope that after making the VM for arm, I can make one for x64-64 from arm, so that one can test on any machine.
