ElvUI skin not obeying skin toggle setting in ElvUI > Skins for Character Frame

Bug description

1. Access ElvUI settings window (/ec)
2. Click on skins and have skin disabled for Character Frame (/reloadui if you just changed it for it to apply)
3. Observe the character frame has the default blizzard skin, but ECS is still skinned with the ElvUI skin as it doesn't obey the skin toggle option

Probably not a "bug" per se after taking a look at the newly added code, in the interim I commented out lines 132-157 in \Modules\Stats.lua to "fix" this issue.
