release_proteomics and devel_proteomics docker fail - Deprecate docker?

The release proteomics fails to build as does the devel_proteomics. From the tags it doesn't look like we have had a working image since Bioc 3.8. If the docker image is not updated to build successful we will be removing it as a listed available docker image after the next release.
