Luna: Consider using docker for the app/api and a cross platform infrastructure tool #47

Dockerise the Luna API, Worker and UI components so they can be run in azure container instances or Kubernetes clusters.
Consider moving to something more supportable than a Windows-only PowerShell script, perhaps terraform?
