Describe the Bug with repro steps

Steps to reproduce:

1. Create a Stateful workflow in Standard Logic App.
2. Add an HTTP request trigger and any action you prefer.
3. Click on Parameters.
4. Add your parameters.
5. Save and publish the workflow.
6. Update the parameters in edit in json or from the Parameters tab.
7. Save and publish the workflow again.

Expected outcome: After publishing, any changes made in edit in json or the Parameters tab should be visible in production.

Actual outcome: The changes made in edit in json or the Parameters tab are not reflected in production after publishing the workflow.

Note:Unable to see diffrence in when we check the Show draft diff also
