Live Comments: Titles with long-html break the widget.

As reported in WordPress/wporg-make#59 by @BenjaminZekavica

1. Create a post with the title of Testing <code>super-long-code-HTML-tags</code> in titles..
2. Comment on it.
3. View the Live Comments widget:

This is caused by makeLongWordsShort() which splits strings without care for HTML.
