Add endpoint for `Node` to claim settled funds from a `Stack`

Once the Stack is settled, the ndoe should be able to claim funds. This process should follow along the lines:

• The node can claim once all fees that it has available.
• For each processed Stack any remaning unused TOMA tokens by the user, should be sent back to the user wallet.
