Migrate Ant build system to Apache Maven build system

I didn't notice Maven was used initially.
The initial build script will download the official binaries if they don't exist.
*Currently ant.
*Shouldn't download the official OpenCyc API jar; sould call the following Maven build script.
The second build script (to becalled by the first) will build the OpenCyc API.
*Currently Maven.
I like Ant better, but they're using Maven.
