Support python 3.12 and 3.13

Currently cyto-dl only supports python 3.9 and 3.10.

This change would make it easier for downstream users to use recent python versions.

Support for 3.12 is addressed in #492. The updated packages (I suspect pytorch) result in much slower tests (the test suite used to take 35 minutes on linux, now times out only 50% done at 70 minutes).

Support for 3.13 is unfeasible currently, as torchvision doesn't support it yet.
