SPIKE: Create TRD for modernizing the auro-formkit repository to current GitFlow and Build standards

Description

FormKit needs to be modernized similar to other component repos with additional consideration for being a mono-repo.

• Linting/auro-config
  • update config files to use auro-config
  • switch to using biome
  • update all the file changes suggested
  • Figure out if linting can be moved to repo top level
• NPM
  • Update build/dev/test to use auro-cli
  • Organize dependencies
  • Update internal package names to use @AuroDesignSystem namespace
  • update packages folder
  • Ensure all upstream packages use the new paths (button/hyperlink)
• Docs
  • Need to make sure the docs being processed by auro-cli work for formkit
• Github
  • Use auro-action workflows where applicable
  • Create new versions of workflows that need adjustments to work with formkit
