date variables are messed up

logic behind date variables of scans/user-infos/etc needs to be re-written.

This is a single line mistake by me while implementing User.FormatBanDate method. I will fix it soon.

Although this method is getting called inside of database package (here), this issue has nothing to do with the database itself, so I will remove part/database label from this issue.
