Bootstrap Project

Create an initial project structure for the outcome graph library.

• Consider how we will distribute (npm?)
• Support for module bundlers (is support for script tags and bower required anymore?)
• Any build steps required for compilation? (may be moot based on the above)

Using browserify to convert module into UMD. This is with all the required libraries as well as without.

Browserify and uglify has been used to bundle the module as well as minifying it. NPM scripts have been added to run these processes, as well as watcher for live changes.
