The data is geographic, but testing with other datasets (i.e. Facilities SDE, which is NAD83 geographic), reveals that esri software prefers geographic data in a geometry datatype. This eliminates the single hemisphere problem, and no data results when zoomed out too far. It also yielded faster results. It may eliminate the random errors we see with partial data being returned, or mismatches between the record count in the spatial view and table view.
