Phantomjs not updated if version is newer and if this module has already installed phantomjs

Phantomjs had to be manually removed in order to be updated:

```
sudo rm -r /opt/phantomjs*
```

when puppet ran again, phantomjs was updated

```
phantomjs -v
2.1.1
```
