When creating internal connections on a multisite instance, we should not assume that all networked sites should be included in the connections listed for distribution.
Describe the solution you'd like
On a network setup, we should consider an additional explicit step to confirm which internal network sites should be listed as available connections for a given site. Given that you can limit the user roles for distributing content, for now we may be ok assuming those trusted individuals would know which sites to properly distribute to and which not to distribute to. So we can consider this an area for someone to extend Distributor if this is really needed, but not likely something to be included in Distributor core in the foreseeable future.
