Substate-encoding config

Substate-encoding could be either part of metadata or be determined by simple decode trying out. Encoding can be then set into cfg for usage in commands - currently util-db commands use just rlp.

Because of this: neither chainid is parsed correctly when automatically determining it from aida-db
