Managed Patch Management mode issue

When setting the Patch Management windows mode to managed in a policy and applying to a system Windows updates are not locked down via group policy/registry. End users still have full control of Windows updates.

Tested on multiple machines as well as had community members test with same result.

Expected behavior: Windows update is locked down preventing end users from making changes or searching for updates/installing updates.
