PM: Explore script is being executed even if pm is disabled

**Anonymous** (portal) reported:

Currently the explore ps on windows is being executed when PM is disabled. This isnt that bad, but it would make sense to completely stop the exection to reduce noise.

Side effect will be that the devices updates tab will no longer display installed updates.
